Borrowing Card Management Regulations
Borrowing Cards include: valid Southern Medical University campus cards, and all types of valid library-issued borrowing cards within their effective period.
1. Application for Borrowing Cards
· Regular faculty and staff, currently enrolled undergraduate and postgraduate students of Southern Medical University can activate library privileges using their university-issued personal campus card.
· Retired university personnel can apply for a Borrowing Card using their retirement certificate. Contract staff, exchange students, and visiting students can voluntarily activate free library reading privileges after obtaining a campus card. For borrowing privileges, a deposit is required.
· Visiting scholars, visiting teachers, and external experts can apply for a Borrowing Card using their valid university-issued credentials. External collaborators can apply with an introduction letter and guarantee from their collaborating university unit.
· Individuals without a campus card must pay a processing fee and provide a photo to apply for a Borrowing Card.

· All processing fees and deposits collected are managed uniformly by the university's Finance Department. The deposit cannot be refunded if the deposit receipt is lost.
2. Use of Borrowing Cards
· A valid Borrowing Card is the credential for readers to enter the library for study activities and to borrow materials. Readers must carry it when entering the library, use it according to regulations, and willingly present it for inspection by staff.
· Borrowing Cards are for personal use only and cannot be transferred to others. To authorize someone else to borrow books on your behalf, a written authorization letter is required. Borrowing or fraudulently using another person's card will result in the card being confiscated by the library, to be retrieved later by the cardholder. Penalties may apply based on the circumstances.
· Borrowing Cards are only valid within their specified effective period and expire afterwards.

3. Loss Reporting and Replacement of Borrowing Cards
· To report a lost campus card, follow the relevant campus card management regulations at the Campus Card Center; the library cannot process campus card loss reports. To report a lost library-issued card, present valid ID at the library. The cardholder is responsible for all materials borrowed before the loss is reported.
· Replace a lost campus card at the Campus Card Center. Replace a lost Borrowing Card by presenting valid personal ID at the library; a service fee is required.
4. Card Return and Account Deactivation
· Readers must return their Borrowing Card and deactivate their account when graduating, transferring employment, taking leave from studies, withdrawing from the university, leaving their position, completing a visiting program, etc.
· Before deactivation, all borrowed materials must be returned and any outstanding fees settled. Lost items must be compensated for according to regulations. If a reader leaves the university without completing the return and deactivation procedures, their department or guarantor unit is responsible for retrieving borrowed materials or covering compensation costs.
· During the graduation season, undergraduate and postgraduate students' library accounts are deactivated collectively by their college/school. Individual students with no outstanding items, fees, or violations do not need to visit the library. At other times, readers must visit the Information Desk on the first floor of the library to return their card and deactivate their account.
